The requirements of commerce and industry, essentially the workplace, has often called upon education and training to bridge the mismatch between employer skills requirements versus graduate capabilities, dealing with unemployment and at the same time attempting to grow the economy. The government has often raised concern at the growing number of South African youth who are not in education, employment, or training (NEETs). Their main policy has been to prioritise gearing up students for work. As such, they have seen TVET as a path to higher education and a means to solve the socio-economic problems, i.e. inequality and unemployment.
