This study was commissioned by the Policy Unit of the Office of the Presidency. Aim The Policy Unit is conducting a fifteen-year review of government business. The main aim of the review is to assess the outcome and impact of policies, programmes and projects as implemented by government since 1994. The main objective of this study is to track changes in education provision post-apartheid focusing on issues relating to access, equity and quality. The aim is to provide statistical trends at all levels of education and highlight the most important interventions in the sector, their strengths and weaknesses as well as the persisting challenges.
