This paper begins from the bold assumption that it is intermediate skills that are critical to the future growth of the South African economy. Discussion in the Briefing Paper is arranged in the following way. Differentiation in higher education is considered in the first section. The discussion here focuses on the three central differentiation tensions currently characterising higher education: the need to satisfy both the 'research' and 'teaching' functions; and thirdly, differentiating effectively between an 'academic' and 'career-oriented' focus (the 'polytechnic' function). A sub-sector usually neglected in analyses of differentiation in higher education is then discussed in a second section. This sector comprises the publicly funded 'Tertiary Colleges' (for example, nursing, agriculture and police colleges). And finally, issues of differentiation in the post-school, pre-degree sector (including the FET college sector) are discussed in a third section. The report concludes by considering a number of research proposals on institutional differentiation in South Africa.
