Challenges facing adult education and training in the local government sector, South Africa

The Democracy, Governance and Service Delivery (DGSD) Research Programme of the Human Sciences Research Council (HSRC) was commissioned by the Local Government Sector Education and Training Authority (LGSETA) to conduct research on the challenges facing AET in the local government sector. The research adopted a mixed method research design. Data collection was conducted through a desktop review of literature, small group dialogues and key informant interviews with key stakeholders in the local government sector involved in Adult Education Training (AET) work including AET managers, Facilitators and learners. The findings of this study show that there are several challenges which are faced in the provision of AET in municipalities. Some of the challenges pertain to learners' attitudes and personal circumstances, while others are structural and institutional or peculiar to a specific municipality.
