The purpose of the report is to provide the HRD Council with a set of options or models for redesigning the national skills development system so that it better meets the skills needs of South Africa both now and in the long term. In doing so, the report draws on various international case studies including the UK, the Netherlands, Germany, the OECD, EU, Singapore and Brazil. It also evaluates the effectiveness of the current skills development system in South Africa. This paper develops the argument for a substantial rethink of the way that the skills system is set up. There is a need for a more flexible, responsive, inclusive, and accessible skills system.
